Islam’s Lethal Certitude

Americans and others in the West cannot comprehend why anyone would blow themselves up to kill, as often as not, other Muslims. Even if you were convinced that 72 virgins awaited you in paradise, committing suicide for the purpose of murder is so foreign to the Western mind that it remains, for most, outside the realm of any discussion.
Clearly, though, the West has witnessed and been victimized by a religion and culture for which this is a perfectly acceptable way to wage war and Islam is all about war, the conquering and reduction of an enemy to submission. The very word, Islam, translates as submission.

“Some Crusaders and Zionists, for example, doggedly accuse Islam of being the religion of the sword, claiming that it was spread by the edge of the sword,” wrote Sayyid Qutb in “Basic Principles of the Islamic Worldview” before he was executed by the Egyptian government in 1966 as a member of the Muslim Brotherhood.

“These people forget that Islam, being the last divine path for humanity, has an essential right to establish its own system on earth so that all humanity can enjoy its blessings…Establishing the ‘Islamic system’ to have beneficial sway over all humanity, those who embrace Islam and those who do not, does indeed require Jihad as does the liberty of men to follow their own beliefs.” Qutb is careful to nod in the direction of the Islamic admonition that “there is no compulsion in religion”, but Islam is all about compulsion.

Qutb (1906-1966) was an Egyptian Islamist who wrote extensively about modern civilization and, with absolute certainty, the superiority of an Islamic theocracy to all other faiths and modes of governing on earth. As such, he is widely regarded as the intellectual father of the Islamic revolution that has been in play since the late 1970s and of al Qaeda. His brother, Muhammad Qutb, moved to Saudi Arabia where he became a professor of Islamic Studies and one of his students, an ardent follower of Sayyid Qutb, was Ayman Zawahiri, the mentor of Osama bin Laden.

Thus, we can begin to connect the dots of a religion that fosters a certitude and arrogance that the Western mind cannot comprehend. It is necessary to understand, however, that Islam arrived more than 2,500 years after the existence of Judaism, and 700 years after the spread of Christianity. It was the invention of Muhammad, based on his own spotty knowledge of these earlier religions and, like Muhammad, Qutb’s regard for both is one of utter contempt.

“Judaism,” wrote Qutb, “the religion of the Children of Israel, was polluted with pagan concepts as well as racial arrogance.” Well, so much for the first and oldest monotheistic religion. Modern day Muslims are so befuddled by, not only the continued existence of Judaism, but the fact that Jews have reestablished the nation of Israel, they have waged a relentless effort to exterminate Israel’s Jews.

“Christianity was no better than Judaism,” wrote Qutb. “It was even worse.” Hinduism is dismissed in a paragraph or two and Buddhism isn’t even mentioned. Well, so much for tolerance! Despite the superficial effort to reflect some regard for the prophets that preceded Muhammad, Qutb’s view is that “Islam has served as a correction to all the chaos and confusion, to all the deviations and faults into which all the distorted religions and clashing philosophies have blindly fallen, whether before or after the emergence of Islam.”

By Qutb’s standard, anything anyone believes that is not Islamic is just confusion and deviation. The extraordinary thing about Qutb’s belief is that he clearly possessed a keen intellect. Well schooled in Islam, as a youth he moved to Cairo where he received a Western education between 1929 and 1933 before starting a career as a teacher. The turning point, ironically, was a trip Qutb took to the United States from 1948 to 1950 on a scholarship. He received a master’s degree from the Colorado State College of Education.

His contact with the West radicalized Qutb because, as far as anyone can tell, he was not merely an ascetic, but a celibate who found normal human desires and behavior deeply offensive. He never married. Just about everything in those years of American rejuvenation after WWII was an abomination to Qutb who took time to write his first theoretical work of religious exegesis which was published in 1949. Writing about America he pronounced life there as “primitive” and endlessly shocking.

Clearly, he retreated into Islam as a defense against the real world and, in particular, the dynamic world of the West. The Middle East had been in decline for hundreds of years by then after its so-called golden years of conquest and expansion. Driven from Europe by 878 C.E., suffering the Crusades from 1095 to 1291, and fading under the Ottoman Empire, the Muslims of that region were locked in ignorance, poverty, and oppression.

Anything modern, anything secular, including the rise of Egypt’s Gamal Abdel Nasser, the leading proponent of Arab nationalism, was an anathema to Qutb. He was not ignorant of the West, but he was utterly contemptuous of it. Despite his having read widely of Western philosophers and, apparently, science and other topics reflecting the long road to modernity made since the Enlightenment, the only truth to be found anywhere, so far as Qutb was concerned, was in the Koran.

“First and foremost,” wrote Qutb, “the verses of the Koran were revealed in order to establish the correct criteria on which God wishes the concepts of humans as well as their life to be based.” Everything that preceded the Koran was the “accumulated debris; beliefs, concepts, philosophies, myths, thoughts, doubts, superstitions, customs and traditions.”

Prior to Islam, humans were “unable to find certitude.”

The one thing Islam does provide to those born into it and to those who convert to Islam is certitude. And with certitude comes the human affliction of an arrogant belief that no other religion or form of government other than that imposed by Islamic law has any right to exist. The punishment for leaving Islam is death. The enemies of Islam are to be beheaded.

Ladies and gentlemen, I give you al Qaeda, Wahhabism, and the Islamic revolution that is your obligation to resist for the sake of all mankind.

Israeli forces push into Gaza Strip

GAZA (Reuters) - Israeli tanks backed by helicopter gunships pushed into the Gaza Strip on Wednesday, stepping up pressure on the Palestinians to secure the release of a kidnapped soldier.

To the sound of heavy gunfire, armored vehicles entered Gaza near the southern town of Rafah less than a year after Israel pulled thousands of soldiers and settlers from the territory following 38 years of occupation.

Led by bulldozers to clear boobytrap bombs, tanks and armored vehicles with blazing lights deployed near a disused airport just inside the Gaza border.

A leader of Hamas, the governing Palestinian Islamist group, exhorted its fighters to confront the Israelis.

"Fight your enemies, who came to their deaths. Grab your rifles and resist," Nizar Rayan said in a radio message.

Another armed group threatened to kill a Jewish settler it said it had seized in the West Bank.

Israeli aircraft struck at three bridges on key roads in what the army said was an attempt to stop militants moving the captive, Corporal Gilad Shalit. A helicopter attack on a power plant plunged much of Gaza into darkness.

Israel had threatened to launch an offensive into Gaza following the abduction of Shalit in a cross-border raid on Sunday by three factions, including Hamas's armed wing.

The hostage crisis has brought relations between Israel and the Palestinians to their lowest point since Israel quit Gaza last year after holding it since a 1967 war.

TEST FOR OLMERT

It is the biggest test yet for Israeli Prime Minister Ehud Olmert.

He was elected in March on a platform of carrying out a similar withdrawal from parts of the occupied West Bank, another territory Palestinians would like as part of an independent state.

With tension growing on Tuesday, Hamas reached a political deal with the more moderate President Mahmoud Abbas, but rejected any suggestion the plan meant it recognized Israel or had dropped its vow to destroy it.

Israel dismissed the manifesto, penned by Palestinians in its jails, as "double-speak" aimed at lifting a U.S.-led aid embargo on the Palestinian Authority.

Preparing to confront the Israeli forces, Palestinian gunmen fanned out behind barricades and in foxholes. They blocked roads with piles of sand and planted improvised bombs.

The Popular Resistance Committees faction threatened to kill a settler abducted in the West Bank in response to Israel's incursion. Police have not confirmed the kidnapping claim, but are investigating the disappearance of an 18-year-old settler.

Israeli troops have made brief incursions into Gaza in recent weeks, but nothing on the scale of Wednesday's operation, which recalled raids during a Palestinian uprising.

The troops moved into Gaza slowly, however, suggesting that Israel could put on a show of force to try to encourage the militants to give up Shalit without a fight.

"We are trying to make it clear that we will take the necessary steps to ensure his safe return," said Israeli Captain Jacob Dallal. "Much still depends on the Palestinians."

Hoping to head off a major flare-up, Egypt has been trying to broker Shalit's release. So has France, as the 19-year-old conscript has French as well as Israeli citizenship.

But mediators said they were close to calling it quits before the Israeli troops moved into Gaza.

There has been little word on Shalit's fate. Hamas's armed wing offered to release details if Israel frees Palestinian minors and women held in its prisons, but Olmert said such a swap was not up for discussion.

The last time Palestinian militants kidnapped an Israeli soldier was in 1994. He was killed during a rescue attempt.

Responding to Wednesday's incursion, the United States said its ally Israel had a right to defend itself but urged it to ensure that "innocent civilians are not harmed."

Militant groups said Sunday's raid was in response to the killing of 14 Palestinian civilians in Israeli air strikes in Gaza against militants behind cross-border rocket attacks.

Group claims to kill 4 Russians in Iraq


CAIRO, Egypt - An al-Qaida-linked group posted a Web video Sunday showing the killings of three Russian embassy workers abducted earlier this month in Iraq. A fourth also was said to have been killed.
An accompanying statement by the Mujahedeen Shura Council, an umbrella organization linking seven Murder groups including al-Qaida in Iraq, said all four Russians had been killed. Russia's Foreign Ministry said it had not yet confirmed the hostages' deaths.
The 90-second video, posted on an Islamic Web site that frequently airs militant messages, showed the beheading of two blindfolded men and the shooting of a third.In the footage, two men clad in black and wearing black ski masks shout "AllahuAkbar!" before beheading the first man. Then one militant appears standing over the decapitated body of a second victim lying in a pool of blood, with the head placed on top of the body.The footage of the beheading victims shows a closed room with white walls. The shooting appears outdoors in what looked like an alley between buildings.
The footage was stamped with the logo of al-Qaida."God's verdict has been carried out on the Russian diplomats ... in revenge for the torture, killing and expulsion of our brothers and sisters by the infidel Russian government," the statement said.
The video begins with a verse from the Quran appearing in white letters on a black screen, and a voice reading "Those who aggress on you, you aggress on them."
One at a time, the four men appear on camera, staring ahead and speaking in Russian. Then the camera cuts to the killings.Footage of the men speaking into the camera is dated June 13, but the footage of the killings is undated.
Four Russian embassy workers were abducted June 3 after an attack on their car in Baghdad's Mansour neighborhood. A fifth Russian was killed in the incident.
The captives include the embassy's third secretary, Fyodor Zaitsev, and three other staffers: Rinat Agliulin, Anatoly Smirnov and Oleg Fedoseyev.
In Moscow, the Russian Foreign Ministry said it had not independently confirmed their deaths.
"The Ministry of Foreign Affairs and our embassy in Iraq are using all methods and are continuing work to verify the information," ministry spokesman Mikhail Kamynin said.
Moscow vehemently opposed the U.S.-led military campaign and has continued to keep its distance from Washington on the issue of Iraq. Four Russian workers were killed in ambushes in Iraq in 2004.
On Wednesday, the Mujahedeen Shura Council posted a statement on the Internet saying it had decided to kill the four Russians, prompting one hostage's sister, a Muslim, to make an impassioned plea for their freedom.
"I beg you to pardon them and release them. You are Muslims, and Islam, before anything else, is a religion of peace and justice," Aliya Agliulin, wearing an Islamic headscarf, said on Al-Jazeera television on June 21, according to an Arabic voiceover of her statement.
"I, as a Muslim like all other Muslims in Russia, feel pain for what is happening in Iraq. Please act wisely and think of the feeling of the families of the hostages and their children who are waiting for their return. ... My brother is the lone provider for our family." Videos of beheadings were an early signature of the Iraq insurgency, as well as a grisly trademark of tapes produced by the late Abu Musab al-Zarqawi. But such graphic images have become rare in the past year.
The exception was a June 10 video showing militants beheading three Iraqis accused of belonging to a Shiite "death squad." Its posting three days after al-Zarqawi's death in a U.S. airstrike suggested an attempt to show his killing had not weakened militants' resolve.

IDF preparing Gaza ground attack

Secret diplomatic efforts were underway on Sunday night in order to secure the release of the kidnapped IDF soldier, cpl. Gilad Shalit.

IDF sources said that the soldier was receiving medical treatment in the Gaza Strip, Army Radio reported.

Israel Radio reported that the mediation efforts were being led by Egyptian security and diplomatic officials.

PM Olmert said in the cabinet meeting on Sunday that Israel was not going to negotiate for the release of the IDF soldier, and was not going to exchange Palestinian prisoners for the soldier.

Despite an intelligence warning of an imminent attack in the area, the IDF was caught off guard early Sunday morning when Palestinian gunmen, among them Hamas operatives, tunneled across the border from the southern Gaza Strip and assaulted a military post near the Kerem Shalom crossing. Two soldiers were killed and a third was captured in the attack.

"We intend to respond to this morning's incident in a way in which all involved... understand that the price will be painful," Defense Minister Amir Peretz announced at a news conference in Tel Aviv.

At press time, the Security Cabinet unanimously green-lighted a major ground incursion into Gaza, to be launched at the discretion of the prime minister and defense minister, and soldiers from the Golani and Givati infantry brigades were massing around the Gaza Strip.

Lt. Hanan Barak, 20, and St.-Sgt. Pavel Slutsker, 20, were killed when the gunmen attacked their tank with a rocket and bombs, OC Gaza Big.-Gen. Aviv Kochavi told reporters at a briefing in nearby Kibbutz Kerem Shalom. The tank driver was seriously wounded and Cpl. Gilad Shalit, 19, was captured by the attackers. Other gunmen also attacked a tower and an unmanned armored personnel carrier.

Three other soldiers, responding to the initial attacks, were lightly wounded when a bomb left behind by the terrorists exploded. Helicopter crews evacuated the wounded to Soroka Hospital in Beersheba.

Three gunmen were killed in the ensuing battle, Palestinian sources said.

Senior Shin Bet (Israel Security Agency) sources said that they had given the IDF specific intelligence regarding the attack, including the probable location and possible use of tunnels. Peretz, however, told reporters that the IDF had only received a general warning.

At the Kerem Shalom briefing, Chief of General Staff Lt.-Gen. Dan Halutz admitted the IDF had been taken by surprise. "The incident in Kerem Shalom caught us unprepared," he said. "This incident is a hundred times worse because this is not the consequence we hope for in such an encounter."

He said he had many reasons to believe Shalit was still alive, but did not elaborate.

OC Manpower Maj.-Gen. Elazar Stern said Shalit walked from the tank under his own power, and was forced across the fence into Gaza by the Palestinian gunmen, who blew a hole in the barrier.

"I told the family that we know Gilad was forced to walk against his will during the incident. We believe he is alive and being held captive," Stern said after visiting Shalit's family in his hometown of Mitzpe Hila, near Karmiel in the western Galilee.

Peretz telephoned the Shalit family on Sunday evening, and assured the father that Shalit's safe return was the IDF's highest priority.

Shalit is the first soldier to be seized by Palestinian gunmen since Cpl. Nachshon Wachsman, a 19-year-old Israeli-American, was abducted 12 years ago. Wachsman was killed, along with three of his captors, when commandos stormed the house where he was held in an attempt to free him; one of the commandos was also killed.

Abbas to Haniyeh: Hamas solely responsible for soldier's fate


Palestinian Authority Chairman Mahmoud Abbas told Prime Minister Ismail Haniyeh in Gaza on Sunday that Hamas bears sole responsibility for the fate of the abducted Israel Defense Forces soldier, who was kidnapped in a militant raid on an IDF post near the Gaza border, as well as the anticipated IDF response.

Abbas condemned the attack on the IDF post, and called on Palestinian factions to immediately return Corporal Gilad Shalit in the event the soldier is in their custody.

A spokesman for the ruling Hamas party on Sunday afternoon called for militant groups to ensure the safety of an IDF soldier kidnapped earlier in the day in a raid that left two of his comrades dead.

Shalit was abducted during a three-pronged attack by Hamas' military wing and the Popular Resistance Committees on an IDF post inside Israeli territory.

In talks with Hamas' leaders based both in the territories and in Damascus, Abbas expressed his extreme displeasure at the operation, which is unlikely to have been executed without the approval of the Islamic movement's higher echelon based abroad.

Abbas later discussed the attack with the leaders of Egypt, Jordan and Syria, his office said.

Channel 10 television said that an aide to Abbas had told the station that the PA chairman was "not interested in an escalation."

Three armed groups claimed joint responsibility for the raid: the Iz a-Din al-Qassam Brigades (Hamas' military wing); the Popular Resistance Committees, which is thought to be linked with Hamas; and a relatively unknown group which calls itself "The Army of Islam."

Hamas government spokesman Ghazi Hamad, speaking in Arabic and Hebrew at a news conference in Gaza City, said the government had information on the 19-year-old soldier's capture only from the Israeli side.

"We are calling on the resistance groups, if they do have the missing soldier... to protect his life and treat him well," Hamad said.

He said the Palestinian government was in contact with local and foreign officials, including those in Egypt, to try to find a solution.

A spokesman from the PRC told a local Gaza radio station earlier Sunday that Shalit had sustained stomach wounds but was in stable condition.

Four other soldiers were wounded when militants from the two groups launched a pre-dawn strike after tunneling across the Gaza-Israel border.

Meanwhile, senior Hamas officials in the Gaza Strip went underground Sunday following the attack. The officials would not take phone calls, fearing IDF assassination attempts after Israeli government and military officials placed blame for the attack on the ruling Hamas party.

The armed groups who took part in the strike said the attack was in response to the recent Israeli assassination of a militant leader and for Israel Air Force strikes aimed at preventing the launch of rockets from Gaza, but which killed civilians.

IDF Chief of Staff Dan Halutz told a press conference Sunday afternoon that as far as the army is aware, the soldier is still alive and responsibility for his fate will be borne by Hamas.

Jamal Abu Samhadana, the head of the Popular Resistance Committees, was killed in a strike on a training camp in Gaza. At least 14 Palestinian civilians, many of them children, have been killed in IAF strikes targeting militants firing Qassam rockets.

"It is [an] earthquake reaction to the massacre of civilians," said a joint statement from Hamas and the Popular Resistance Committees (PRC), two militant groups that claimed responsibility for the attack.

Abbas' office issued a statement following the incident saying the attack "violated the national consensus" reached Saturday night by Palestinian factions, including Hamas and the PRC, which stated that "resistance" operations would be limited to areas occupied by Israel in 1967.

"The act goes against all of the positions and declarations reached by the [faction] leaders during the discussions that took place over the last two days in Gaza," said the statement.

Abbas also called on the international community "to prevent Israel from exploiting the attack to carry out large-scale aggression in the Gaza Strip".

IAF strikes in response to the daily Qassam rocket attacks on Sderot and other areas of the western Negev have killed 20 Palestinians in the past two weeks, 14 of them civilians.

Hamas ended a 16-month-old truce with Israel on June 9 after seven members of the same Palestinian family were killed on a Gaza beach during a day of heavy Israeli shelling. Hamas has blamed Israel for those deaths. Israel has denied all responsibility and has ruled out shelling as the cause of the deaths.

"Our fighters infiltrated the Israeli army military location near so-called Kerem Shalom," said Abu Mujahid, a PRC spokesman.

"They succeeded in blowing up several Israeli vehicles and clashed with Israeli soldiers. The battle is still going on. The number of fighters is bigger than any time. We have some martyrs who fell during the battle."

"It was a very complicated and well-studied operation. The details are going to shock the Zionists. There are many surprises that are going to be announced about planning and about the process and about the battle itself."

Deluded America

Diana West has an interesting meditation in the Washington Times on the moral perfectionism of the 21st century West.

"I can see it now, I think. It is on the right-hand page of a book by or about Winston Churchill, and it is a quotation by Churchill on the subject of war. Specifically, what happens to a civilized society when it goes to war with a barbarous one. I can’t find it (yet), but what I remember as being the main point was that if the civilized society is to prevail over the barbarous one, it will necessarily and tragically be degraded by the experience as a vital cost of victory. Partly, this is because civilized war tactics are apt to fail against barbarous war tactics, thus requiring civilized society to break the “rules” if it is to survive a true death struggle. It is also because the clash itself — the act of engaging with the barbarous society — forces civilization to confront, repel and also internalize previously unimagined depredations. This is degrading, too.

In Churchill’s era, the more civilized world of the Allies was necessarily degraded to some intangible extent by what it took to achieve victory over barbarous Nazism. For example, bombing cities, even rail transportation hubs, lay beyond civilized conventions, but these were tactics the Allies used to defeat Hitler. However justifiable, civilization crossed a previously unimagined and uncivilized line to save, well,civilization. Thentherewas Hitler’s Holocaust — an act of genocide of previously unthinkable scale and horror. Who in the civilized world before Hitler had ever imagined killing 6 million people? And who in the civilized world retained the same purity of mind afterward? Civilization itself was forever dimmed.

The question is, did bombing Dresden to defeat Hitler or dropping two nuclear bombs to force Japan to stop fighting make the Allies into barbarians?

I think most people would still say of course not and argue that such destructive measures were necessary to save civilization itself — and certainly thousands of mainly American and Allied lives. But if this argument continues to carry the day, it’s because we still view that historic period from its own perspective. We view it from a perspective in which Allied lives — our fathers, husbands, brothers and sons — counted for more than Axis lives, even those of women and children.

How quaint. That is, this is not at all how we think anymore. If we still valued our own men more than the enemy and the “civilians” they hide among — and now I’m talking about the war in Iraq — our tactics would be totally different, and, not incidentally, infinitely more successful. We would drop bombs on city blocks, for example, and not waste men in dangerous house-to-house searches. We would destroy enemy sanctuaries in Syria and Iran and not disarm “insurgents” at perilous checkpoints in hostile Iraqi strongholds.

In the 21st century, however, there is something that our society values more than our own lives — and more than the survival of civilization itself. That something may be described as the kind of moral superiority that comes from a good wallow in Abu Ghraib, Haditha, CIA interrogations or Guantanamo Bay. Morally superior people — Western elites — never “humiliate” prisoners, never kill civilians, never torture or incarcerate jihadists. Indeed, they would like to kill, I mean, prosecute, or at least tie the hands of, anyone who does. This, of course, only enhances their own moral superiority. But it doesn’t win wars. And it won’t save civilization.

Why not? Because such smugness masks a massive moral paralysis. The morally superior (read: paralyzed) don’t really take sides, don’t really believe one culture is qualitatively better or worse than the other. They don’t even believe one culture is just plain different from the other. Only in this atmosphere of politically correct and perpetually adolescent non-judgmentalism could anyone believe, for example, that compelling, forcing or torturing a jihadist terrorist to get information to save a city undermines our “values” in any way. It undermines nothing — except the jihad.

Do such tactics diminish our inviolate sanctimony? You bet. But so what? The alternative is to follow our precious rules and hope the barbarians will leave us alone, or, perhaps, not deal with us too harshly. Fond hope. Consider the 21st-century return of (I still can’t quite believe it) beheadings. The first French Republic aside, who on God’s modern green earth ever imagined a head being hacked off the human body before we were confronted with Islamic jihad? Civilization itself is forever dimmed — again."

Saddam Hussein became president of Iraq on July 16, 1979 and was deposed in April of 2003. Over that twenty-four year period, Saddam Hussein killed between 600,000 and 1,000,000 Iraqis and was responsible for the deaths of over 700,000 Iranians and Kuwaitis. Utilizing only the Iraqi numbers, this is an average of between 25,260 and 42,108 people a year, or between 2105 and 3509 Iraqi citizens a month.

If Saddam had remained in power for those 36 months, between 75,780 and 126,324 Iraqis would have died - children starved in prisons, dissidents fed through industrial shredders, women strangled after visits to rape rooms all to be eventually reunited in remote mass graves. Today, as many as eighty four thousand Iraqis are alive (and free and voting) because of American policy. I guess that doesnt interest Muslims because they believe in the 'vote once' then Islamic Dictatorship method of 'democracy'. Since the fall of Baghdad the U.S. has been directly responsible for only 3.8% of fatalities reported, as many deaths over three years as Saddam averaged in 10 days. The only way to describe the actions of the U.S. Military in its role of "occupier" is a compassionate and careful army that avoids collateral damage despite its dangerous mandate to hunt for terrorists and non-uniformed combatants hidden within the civilian population. It is nothing short of miraculous that our Armed Forces have been able to eliminate as many terrorists and enemy combatants as they have with so little actual collateral damage. Many seasoned military men, in fact, bemoan the increased danger such modern warfare represents. A reasonable argument can be made that mixing warfare and compassion is not wise, but under no circumstances can American warriors be faulted for lacking compassion.
Dead Sudanese are a statistic. Dead Iraqis before the war are a memory. Dead civilians in Iraq today are an exhilarating opportunity for people like you to undermine American liberty, power and society. But your falsehoods cannot stand in the light of day.
The Iraq Body Count project analysis of casualties in the Iraq War that must be admired for its meticulous documentation. But a curious statistical anomaly jumps right off page one: over 81% of the civilian casualties are men. Even stranger, over 90% of civilian casualties are adults in a country with a disproportionate percentage of the population under 18 (44.5%). What does this tell you?
Collateral damage does not differentiate between male and female, between child and adult. A defective smart bomb falling in a marketplace, stray bullets ripping through bedroom walls, city warfare in Fallujah - all these activities should produce casualties that reflect the ratio of men to women or adults to children that prevail in Iraq as a whole.
So why so many adult male 'non-combatants'? This question is particularly relevant when one side in the conflict does not wear uniforms, is predominantly adult and of one gender, and engages in a practice of concealing its combatants within the civilian population. What the statistics , when read properly point to is; The Vast majority of 'civillian' casualties are in fact Fedayeen, who are being mis-labeled as civillians.(Dead Terrorist=Civillian) I told you it would 'pinch', I didnt say I would be using pliers though.

UK site: Can we help dying infidel?

Jihadist websites discuss 'dilemmas,' respond to London anti-terror operation by attacking 'filthy infidels'.
Internet sites run by young extremist Muslims in Britain and other Western countries have begun reacting to the anti-terror operation in London in which a 23 year-old suspect was shot.
"What filthy kuffar (infidels)," wrote one user on the Muntadaa jihadist forum. Similar messages expressing hatred for non-Muslims were echoed by other members of the site.

"There is little doubt left in the minds of the majority of Muslims that we are a community under siege," wrote Anjem Choudary, media secretary of the jihadist al-Ghurabaa website. "On the domestic front the British regime have brought in a range of draconian laws targeted specifically at Muslims and which facilitate the kind of oppressive tactics we saw employed on Friday (in the police raid)," Choudary said.

A protest against the shooting and arrests has also been organized by Islamist groups. "Make sure that you are there, we cannot watch the police shoot our brothers and remain silent!" A user said.

A leaflet advertising the protest, entitled "police target Muslims: Will you be next?" charged the British government with "occupying Muslim lands… the murder of innocent Muslims in Afghanistan and Iraq, and (being) an active participant of torture experiments with the USA."
'Can we save dying infidel?'
Meanwhile, at the al-Ghurabaa website, a reader sent in a question, asking: "If a kaffir (infidel) is about to die on the road, can we help him?"
He was told that a dying 'infidel' could only be helped on the condition that he was called to Islam.

"If someone had covenant of security with the people he is living with, and the person was not at war with Islam and Muslims, it is allowed to help the person as part of his da'wah (Islamic spiritual awakening) to show his good character. But he must call him to Islam by it, and not do it out of love," the site's web team answered.

A man who wrote in to say he was offended by posters put up by the group in east London was told in response: "The way to better British
society is to remove all the British values and to teach the people the Islamic values. If it wasn't for the man-made way of life in britain, we would never have seen such high levels of crime, rape, alcoholism, homosexuality, adultery, theft, burglary, exploitation and terrorism in the UK and the world today! Rather we must continue to struggle and change the British way of life and introduce and teach the Islamic values to all, so that all the people in Britain can flourish."
Members with usernames such as Zarqawi, and the base (al-Qaeda) continue to fill English-speaking Islamist forums with jihad rhetoric.

Quoting an Islamic medieval scholar, one forum member wrote: "The Jews are the cursed nation whom Allah is angry with. They are the people of lies, fabrications, treachery, conspiracies, and are murderers of Prophets and Messengers."


The same post describes Christians as "misguided cross worshipers. They are those who swear at Allah the Creator… and their biggest curse against Allah is the Trinity. According to the Christians, Mary is the lover of Allah and Jesus is His son. They claim the Almighty God came down from his great chair and melted in the womb of Mary, until he was killed and buried at the hands of man…They drink alcohol, eat pork, desert circumcision, worship with impurity and eat everything, even if it is filthy, whether that be the elephant or the mosquito."

IMMIGRANT RAPE WAVE IN SWEDEN


This is an article from last Dec. 12th.:
Swedish girls Jenny and Linda were on their way to a party on New Year's Eve when they were assaulted, raped and beaten half to death by four Somali immigrants. Sweden's largest newspaper has presented the perpetrators as "two men from Sweden, one from Finland and one from Somalia", a testimony as to how bad the informal censorship is in stories related to immigration in Sweden. Similar incidents are reported with shocking frequency, to the point where some observers fear that law and order is completely breaking down in the country. The number of rape charges in Sweden has tripled in just above twenty years. Rape cases involving children under the age of 15 are six - 6 - times as common today as they were a generation ago. Most other kinds of violent crime have rapidly increased, too. Instability is spreading to most urban and suburban areas.According to a new study from the Crime Prevention Council, Brå, it is four times more likely that a known rapist is born abroad, compared to persons born in Sweden. Resident aliens from Algeria, Libya, Morocco and Tunisia dominate the group of rape suspects. According to these statistics, almost half of all perpetrators are immigrants. In Norway and Denmark, we know that non-Western immigrants, which frequently means Muslims, are grossly overrepresented on rape statistics. In Oslo, Norway, immigrants were involved in two out of three rape charges in 2001. The numbers in Denmark were the same, and even higher in the city of Copenhagen with three out of four rape charges. Sweden has a larger immigrant, including Muslim, population than any other country in northern Europe. The numbers there are likely to be at least as bad as with its Scandinavian neighbors. The actual number is thus probably even higher than what the authorities are reporting now, as it doesn't include second generation immigrants. Lawyer Ann Christine Hjelm, who has investigated violent crimes in Svea high court, found that 85 per cent of the convicted rapists were born on foreign soil or by foreign parents.A group of Swedish teenage girls has designed a belt that requires two hands to remove and which they hope will deter would-be rapists. "It's like a reverse chastity belt," one of the creators, 19-year-old Nadja Björk, told AFP, meaning that the wearer is in control, instead of being controlled. Björk and one of her partners now plan to start a business to mass produce the belts and are currently in negotiations with potential partners. "But I'm not doing this for the money," she said. "I'm really passionate about stopping rape. I think it's terrible." In an online readers' poll from the newspaper Aftonbladet, 82% of the women expressed fear to go outside after dark. There are reports of rapes happening in broad daylight. 30 guests in a Swedish public bath watched as a 17-year-old girl was raped recently, and nobody did anything. The girl was first approached by 16-year-old boy. He and his friends followed her as she walked away to the grotto, and inside the grotto he got her blocked in the corner, ripped off her bikini and raped her, while his friend held her firm.There are even reports of Swedish girls being attacked and cut with knives on the dance floor. A 21-year-old man who came to Sweden a couple of years ago admits that he has a low opinion of Swedish females –or “whores” as he calls them. He is now prosecuted, suspected of cutting eight girls in several pubs. He is also charged with raping a girl at a private party, and with sexually harassing another girl in the apartment. Several witnesses claim that the 21 year old has said that he hates Swedish women.Some Muslim immigrants admit their bias quite openly. An Islamic Mufti in Copenhagen sparked a political outcry after publicly declaring that women who refuse to wear headscarves are "asking for rape." Apparently, he's not the only one thinking this way. “It is not as wrong raping a Swedish girl as raping an Arab girl,” says Hamid. “The Swedish girl gets a lot of help afterwards, and she had probably fucked before, anyway. But the Arab girl will get problems with her family. For her, being raped is a source of shame. It is important that she retains her virginity until she marries.” It was no coincidence that it was a Swedish girl that was gang raped in Rissne – this becomes obvious from the discussion with Ali, Hamid, Abdallah and Richard. All four have disparaging views on Swedish girls, and think this attitude is common among young men with immigrant background. “It is far too easy to get a Swedish whore…… girl, I mean;” says Hamid, and laughs over his own choice of words. “Many immigrant boys have Swedish girlfriends when they are teenagers. But when they get married, they get a proper woman from their own culture who has never been with a boy. That’s what I am going to do. I don’t have too much respect for Swedish girls. I guess you can say they get fucked to pieces.”The number of rapes committed by Muslim immigrants in Western nations are so extremely high that it is difficult to view them only as random acts of individuals. It resembles warfare. Muhammad himself had forced sex (rape) with several of his slave girls/concubines. This is perfectly allowed, both in the sunna and in the Koran. If you postulate that many of the Muslims in Europe view themselves as a conquering army and that European women are simply war booty, it all makes perfect sense and is in full accordance with Islamic law. Western women are not so much regarded by most Muslims as individuals, but as "their women," the women who "belong" to hostile Infidels. They are booty, to be taken, just as the land of the Infidels someday will drop, it is believed, into Muslim hand. This is not mere crime, but ideologically-justified crime or rather, in Muslim eyes, attacks on Infidels scarcely qualify as crime. Western women are cheap and offensive. We Muslims are here, here to stay, and we have a right to take advantage of this situation. It is our view of the matter that should prevail. Western goods, like the land on which we now live, belong to Allah and to the best of men -- his Believers. Western women, too, essentially belong to us -- our future booty. No wonder there is a deep and increasing suspicion against Muslims in the Swedish and European public.Sweden has national elections less than a year from now. Here is a suggested draft email, in English and Swedish, that you can send in to Swedish politicians and media to protest the lack of honesty about what Muslim immigration is doing to the country:I would hereby like to protest against the passivity and the lack of resolve demonstrated by Swedish authorities in the face of a huge spike in the number of rapes in their country. It is time for Swedish politicians, Swedish media and the Swedish public to admit that the large increase in the number of rape charges in their country during the past generation is intimately tied to the immigration that has taken place during that same time period. The attitude among many Muslim men is that women who are not veiled and act properly submissive have themselves to blame if something happens to them. Such a line of thinking is incompatible with the culture of freedom in any Western country. It means that as long as Muslim immigration continues, Sweden will continue to import an Islamic culture that will destroy women’s freedom in Swedish society. The strains caused by immigration are now so large that unless something serious is done about this, pretty soon Sweden will face the same kind of riots we have recently seen in France, and will approach the point of permanent ethnic and religious strife. Swedish politicians and media need to put the well-being of their daughters above that of political correctness and their own Multicultural vanity, and it is shocking that they actually need to be reminded of this. It is an international embarrassment to Sweden as a nation that Swedes travel around the world to lecture about women’s rights, and at the same time their own young women are finding that their most basic rights, such as being able to go outside wearing normal clothes without being harassed, are slipping away. It’s a sham, and it needs to end. Unless Swedish authorities are able to provide basic security to a population that has some of the highest tax rates in the world, the Swedish government should publicly admit its inadequacy and resign from office. At the very least, it should be honest enough to tell Swedish citizens that they must provide security for themselves, and stop making it difficult for people to do this. The Swedish general elections are less than a year away, and this time, Muslim immigration needs to be raised to the very top of the public agenda

Hopes rise for Iranian woman on death row

An Iranian teenager may be spared the hangman's noose.
Amnesty International is investigating a news report in an Iranian paper that the death sentence of an 18-year-old woman, convicted of killing a man who was trying to rape her, has been overturned and sent for retrial.
"If this is true, this is such amazing news," said Nazanin Afshin-Jam, a former beauty queen in Vancouver who launched an international campaign to save the life of Nazanin Fatehi, a poor, uneducated ethnic Kurd.
Her campaign was featured on the front page of yesterday's Globe and Mail.
John Tackaberry, of Amnesty International Canada, said Amnesty's Iran researchers say that the newspaper Hamshahri reported yesterday that following a request by the head of the Iranian judiciary, the country's supreme court has stayed Ms. Fatehi's earlier sentence.
"We are trying to get the full details, but at this point I understand that the supreme court rejected the death sentence against her, apparently on the orders of the head of the judiciary, Ayatollah Shahrudi," Mr. Tackaberry said.
Ms. Afshin-Jam said she is trying to confirm the report through the German-based International Committee Against Executions, headed by an Iranian exile, and through Ms. Fatehi's lawyer.
"This is amazing, if true. I hope they free her altogether," she said.
Ms. Afshin-Jam, 26, came to Canada as an infant after her family fled Iran during the 1979 Islamic Revolution. Schooled in political science and international relations, she was Canada's representative at the 2003 Miss World competition and came in second place.
She spearheaded a campaign to free Ms. Fatehi after learning about her plight. In her appeal, Ms. Afshin-Jam got the support of high-profile figures such as Liberal MP Belinda Stronach and former Liberal foreign minister Lloyd Axworthy.
According to information compiled by Amnesty International, three men tried to rape Ms. Fatehi and her niece. In defending herself, Ms. Fatehi stabbed and killed one of the men

Terror suspects appear in court

Brampton, Ont. — Members of an alleged homegrown terror cell appeared in a Brampton courtroom Saturday to face chargers they plotted to attack Canadian targets in Southern Ontario.
In a series of raids Friday, police arrested 12 adults and five young offenders. In the process, they seized enough ammonium nitrate fertilizer to build an explosive device three times more devastating than the one used in the 1995 Oklahoma City bombing.
"This group presented a real and serious threat. They had the capacity and intent to carry out a terrorist attack," said RCMP Asst. Commissioner Mike McDonell.

"Our investigation and arrests prevented the assembly of explosive devices and attacks being carried out. At all times, the focus of our investigation was the safety and protection of the public," he added.
Ammonium nitrate, when mixed with fuel, is highly explosive. Police seized three tonnes of the substance. By comparison, the bomb made by Timothy McVeigh and Terry Nichols that destroyed the federal building in Oklahoma City used one tonne of the fertilizer.
In addition, police also seized ignition devices, guns and other equipment they say pointed to the construction of the explosives.
Fifteen of the 17 accused were ushered into the Brampton, Ont. courtroom shackled in leg irons and surrounded by an awesome show of police force.
Security was tight with police snipers watching from positions on the roof, while tactical officers carrying M16 assault rifles and MP5 submachine guns patrolled the ground. Bomb-sniffing dogs were on hand.
Spectators were scrutinized at a series of three command checkpoints. Anyone allowed inside the court was required to remove their shoes and demonstrate that any equipment they carried was what it appeared to be.
The accused, dressed casually in jeans or jogging pants and t-shirts, sported traditional Muslim male beards. Most were Canadian citizens or residents.
Police described them as coming from a broad "strata" of society. Some are students, some are employed, some are unemployed. The adults range in age from 19 to 43.
The court appearance culminated two remarkable days of police raids conducted by the Integrated National Security Enforcement Team, or INSET. These arrests were the largest ever made since the inception of INSET.
Defence lawyer Rocco Galati, who was representing some of the suspects, protested the intense security measures at the court. He asked that security be diminished when the accused next make their next court appearance on Tuesday.
Outside the courtroom, Mr. Galati a veteran of terrorism cases, scoffed at the allegations.
"I've seen fertilizer for the last eight years," he said, commenting on the strength of previous cases by the government that he has fought against.
In court, Mr. Galati was accompanied by Aly Hindy, a Toronto imam and friend of the highly-controversial Khadr family, who have well-established connections to al-Qaeda.
Mr. Hindy, a controverisial Iman, leads an Islamic centre in Scarborough, said he knew several of the accused because they prayed at his mosque but said they were not terrorists.
"He said the charges are to keep George Bush happy, that's all."
No new information about the allegations were read into court, but it was noted that the alleged conspiracy dated back to March 2005. It was also revealed that some terror training may have taken place in Fort Erie, Ont. near the U.S. border and at location north of Toronto near Barrie, Ont.,
Lawyers for the accused, asked that their clients be provided with a Koran, and in one case prescription eyewear.
In a statement, Prime Minister Stephen Harper said the arrests showed that Canadians are not immune to acts of terrorism.
"Today, Canada's security and intelligence measures worked. Canada's new government will pursue its efforts to ensure the national security of all Canadians," said Mr. Harper.
The RCMP says the sweep began Friday night in co-operation with an Integrated National Security Enforcement Team, or INSET. These arrests are the largest ever made since the inception of INSET.
Police say the Toronto Transit Commission — a public transit system that includes buses, subways and streetcars — was not among the targets.
Luc Portelance of the Canadian Security Intelligence Service said those arrested are Canadian residents from variety of backgrounds.
INSET teams are made up of members of the RCMP, the Canadian Security Intelligence Service, federal agencies such as the Canada Border Services Agency and Citizenship and Immigration Canada, and provincial and municipal police services.
Scores of officers, many heavily armed, took the suspects into custody Friday night at a police station in Pickering, Ont., following the raids.
John Thomson, a security specialist with the MacKenzie Institute, a Toronto-based think-tank, said the explosives seized by police would fuel up to three "truck bombs."
"That's enough for a really, really big truck bomb. Probably two or three of them," said Mr. Thomson.
"So when the police said they weren't focussed on the subway I believe them — you really can't use a truck bomb on a subway station. But if you're trying to collapse a building, a truck bomb is perfect for it," he said.
Mr. Thomson said the list of possible targets for such terrorist measures is almost without limit in a large, urban centre like Toronto. But he added that terrorists usually pinpoint their targets before collecting their weapons.
"How many tall office towers are there in Toronto? Or hospitals? Or schools? Or government buildings?" he said.
"If they were acquiring explosives that means they probably already selected a target."
Commissioner McDonell said Western youths who have never set foot in Afghanistan can be "inspired" and radicalized by al-Qaeda in many ways.
"They can be inspired through the use of the Internet, though library, through books and through their own proselytizing to each other and recruiting and radicalizing individuals," he said.

Towards a worldwide strategy for Islamic policy

(Points of Departure, Elements, Procedures and Missions)
This report presents a global vision of a worldwide strategy for Islamic policy [or "political Islam"]. Local Islamic policies will be drawn up in the different regions in accordance with its guidelines. It acts, first of all, to define the points of departure of that policy, then to set up the components and the most important procedures linked to each point of departure; finally we suggest several missions, by way of example only, may Allah protect us.
The following are the principal points of departure of this policy:
Point of Departure 1: To know the terrain and adopt a scientific methodology for its planning and execution.
Point of Departure 2: To demonstrate proof of the serious nature of the work.
Point of Departure 3: To reconcile international engagement with flexibility at a local level.
Point of Departure 4: To reconcile political engagement and the necessity of avoiding isolation on one hand, with permanent education and institutional action on the other.
Point of Departure 5: To be used to establish an Islamic State; parallel, progressive efforts targeted at controlling the local centres of power through institutional action.
Point of Departure 6: To work with loyalty alongside Islamic groups and institutions in multiple areas to agree on common ground, in order to "cooperate on the points of agreement and set aside the points of disagreement".
Point of Departure 7: To accept the principle of temporary cooperation between Islamic movements and nationalist movements in the broad sphere and on common ground such as the struggle against colonialism, preaching and the Jewish state, without however having to form alliances. This will require, on the other hand, limited contacts between certain leaders, on a case by case basis, as long as these contacts do not violate the [shariah?] law. Nevertheless, one must not give them allegiance or take them into confidence, bearing in mind that the Islamic movement must be the origin of the initiatives and orientations taken.
Point of Departure 8: To master the art of the possible on a temporary basis without abusing the basic principles, bearing in mind that Allah's teachings always apply. One must order the suitable and forbid that which is not, always providing a documented opinion [? "Il faut ordonner le convenable et interdire le blâmable, tout en donnant un avis documenté"]. But we should not look for confrontation with our adversaries, at the local or the global scale, which would be disproportionate and could lead to attacks against the dawa or its disciples.
Point of Departure 9: To construct a permanent force of the Islamic dawa and support movements engaged in jihad across the Muslim world, to varying degrees and insofar as possible.
Point of Departure 10: To use diverse and varied surveillance systems, in several places, to gather information and adopt a single effective warning system serving the worldwide Islamic movement. In fact, surveillance, policy decisions and effective communications complement each other.
Point of Departure 11: To adopt the Palestinian cause as part of a worldwide Islamic plan, with the policy plan and by means of jihad, since it acts as the keystone of the renaissance of the Arab world today.
Point of Departure 12: To know how to turn to self-criticism and permanent evaluation of worldwide Islamic policy and its objectives, of its content and its procedures, in order to improve it. This is a duty and a necessity according to the precepts of sharia.
THE FIRST POINT OF DEPARTURE:
Know the terrain and adopt a scientific methodology for [The Project's] planning and execution.
a- Elements:Know the influential factors in the world, whether they act as Islamic forces, adverse forces, or neutral forces.
Use the necessary scientific and technical means for planning, organisation, execution and followup.
b- Procedures:Create observation centres in order to gather and store information for all useful purposes, if need be relying on modern technological methods.
Create centres of study and research and produce studies on the political dimension of the Islamic movement.
c- Suggested missions:Draw up a map of [religious and ideological] doctrines in the world to have a global vision from 100 years ago to our era, and analyse the current situation in light of that configuration, taking account of changes both happening and predicted.
Draw up a map of doctrines of the Muslim world.
Draw up a map of Islamic movements in the Muslim world.
Carry out successive political and scientific studies in varying islamic areas, those which apply more particularly to current events.
Carry out a scientific study which addresses the history of contemporary Islamic movements, and use it.
In Priorities, as part of the section dealing with "the preparation of the Muslim vanguard who will aid the cause of Islam", we read of:
"A special Institute for Preparing Leaderships: "I suggest, for this purpose, that an institute be established for preparing Islamic leaders. Its students should be selected from among the faithful talented elements who possess the required mental, psychological, behavioral and belief related qualities. They should also be recommended by prominent figures known to be good judges of men. They should also sit for written and oral examinations of various kinds before they are admitted to this institute.The institute had better be a boarding school type, so that the students may live as a community in it, leading a life in which religion, knowledge, the Call, brotherhood and jihad will be the basic elements.
"The curricula of this institute should be comprehensive, profound and diversified, combining traditions with contemporary knowledge, mixing religion with human sciences from an Islamic perspective, and giving due attention to the study of the local, Arab, Islamic and international state of affairs, with emphasis on the examination and analysis of the forces opposing our religion, our Nation and our march. This institute should combine knowledge and work, theory and practice."
Immediately thereafter, Qaradawi writes:
"First, this ideology is scientific in the full sense of the word.
"By 'scientific', we do not mean that it is scientific as related to abstract and applied sciences - though they are a field that should be sought by Muslims by all means - but rather that it is an ideology that would not accept any claim without proof, any result without preamble, any evidence without documentation or any preamble that is not totally free from suspicion.
"We want 'scientific thinking' and 'scientific spirit' to guide our life in every way, so that we may view things, issues, situations and people in a scientific way, and pass our tactical and strategic decisions on issues related to economy, politics, education and other fields with a scientific mentality that is free from the influence of emotions, improvisation, self-centeredness, herd-effect and the many diversified pretexts given for everything today. Such adverse factors have come to dominate our behavior to a great extent. A decision maker who is under the influence of his or his party's whims will only be seeking to appease the public by doing what they like, not what is good for them and their future in their homeland and their Nation as a whole."
The Project, Part III:
THE SECOND POINT OF DEPARTURE
To demonstrate proof of the serious nature of the work.
a- Elements: Clarity of the principal objectives of the dawa in the eyes of all, as well as clarity of the temporary objectives, necessitates exploitation, channelling and orientation of the energies.
Devote sufficient effort to the service of the workers [for Allah] and coordinate their efforts to the sole and same objective.
Devote sufficient time.
Spend money to the extent possible.
b-Procedures:Exploit all the energies of the workers to the service of the dawa, each at his level (the criterion of efficiency, given that each must be devoted to the task to which he's assigned).
Mobilise the greatest possible number of supporters and officials.
Collect money efficiently, control expenses and invest in the general interest.
c- Suggested missions:Carry out a survey of workers (appropriate men and appropriate location)
Establish schedules with the hours of workers and specialists and use their efforts with good judgement and on time (appropriate effort at the right time).
An engagement with economic institutions adequate to support the cause financially.
Here's how Sheikh Qaradawi addresses "the serious nature of the work", and the issue of financing. From Priorities:
"The Movement should take every care in its future planning to ensure that a number of competent individuals work full-time in all the strategic and important positions, particularly in the fields of science, knowledge, education, information and mass media, politics and planning. The Movement should not remain dependent only on part-time volunteering by persons who have their own jobs that monopolize their time, leaving only snatches on which no major undertaking can be based.
"However, this does not go against the presence of volunteers who devote some of their time and effort to the Movement for Allah's sake, for such contributions are vitally important and greatly useful, as the volunteer base is expansive. All members of the Movement are even supposed to be volunteers working without pay, except for those who have to work full-time for the interest of the Call.
[...]
"However, it is necessary when selecting full-time workers that they should be of various specializations that complement each other, so as to cover all specializations and plug every hole without concentrating on certain specializations at the expense of others, for there has never been undue expenditure without a right wasted in another place.
"Money should be no problem in this respect, for spending money for this purpose is one of the best ways for seeking Allah's pleasure. The necessary funding can be obtained from the resources of zakat (compulsory religious tax) sadaqat, (supererogatory spending for charity), awqaf (religious trusts) and similar funds.
"The interest generated by capital deposited in local and foreign banks may even be spent for this purpose, and we should not shrink from using it on the basis that it comes from a haram source, for it is haram only against the depositor of the capital but halal for use in promoting Islamic interests, at the forefront of which comes the full-time employment of workers for the Islamic movement.
"Faithful workers should not be reluctant to accept an adequate pay that equals what their counterparts draw in other places, so that they may continue to work with satisfaction and not grumble because of the low pay they get. What should count is fair payment, with the reward being neither too generous nor too meager.
"However, it is necessary to choose elements and put the right man in the right place, without favoring this or that, as competence and honesty alone should be the criteria for selection (Truly the best of men for you to employ is the [man] who is strong and trusty) [Surat Al-Qasas: 26]."
Back to The Project:
THE THIRD POINT OF DEPARTURE
Reconcile international engagement with flexibility at the local level.
a- Elements:To define the guidelines that everyone [worldwide] must follow.
To leave a margin that provides sufficient flexibility at the local level for the issues that do not conflict with the general lines of the global Islamic policy.
b- Procedures:The Movement, at a global level, will define the Islamic domain and issues in a general way which will require the engagement of all according to previously defined priorities.
The local leadership will define local issues that come within their prerogative, according to the principle of flexibility and according to previously defined priorities.
c- Suggested Missions Worldwide Islamic engagement for a total liberation of Palestine and the creation of an Islamic state is the mission which falls to the global leadership.
To establish a dialogue at a local level with those who work for the cause according to the global political lines of the Movement. It is up to the local leadership to define the shape of that dialogue.
Both The Project and Priorities make much of "reconciling", or "balancing" various potentially opposing directions. In Priorities, we not only learn that "stiffness [inflexibility] is a serious disease", we also learn that one of the characteristics of a properly constructed ideology of the Islamic Movement is being:
"Balanced between the advocates of worldwide action without regard to local conditions, and the advocates of narrow regional action that has no connection with the world movement."
This is a virtual restatement of the third Point of Departure of The Project.

THE FOURTH POINT OF DEPARTURE
To reconcile political engagement with the necessity of avoiding isolation, on the one hand, with permanent education and institutional work on the other.
a- ElementsLiberty to function politically in each country according to local circumstances, without however participating in a process which makes a decision which would be contrary to the texts of Sharia.
To invite everyone to take part in parliament, municipal councils, labour unions and other institutions of which the membership is chosen by the people in the interest of Islam and of Muslims.
To continue to educate individuals and generations and to guarantee the training of specialists in various areas according to a previously designed plan.
To construct social, economic, scientific and health institutions and penetrate the domain of the social services, in order to be in contact with the people and to serve them by means of Islamic institutions.
b- ProceduresTo study the varied political environments and the probabilities of success in each country.
To plan specialised study missions which will concentrate on useful areas such as communications, the history of Islam, etc.
To conduct feasibility studies concerning various institutions and create them according to priorities established in each country.
c-Suggested MissionsTo conduct studies relating to the experiences of political islam and to draw lessons from them.
To give an Islamic policy perspective on the pressing questions of the day.
To keep questions of local importance such as issues concerning workers, unions, etc. within an Islamic framework.
To create a certain number of economic, social, health care and educational institutions, using available means, to serve the people within an Islamic framework.
Again, as with the third departure point, the statement of the fourth is virtually replicated in the Priorities, where Sheikh Qaradawi describes a properly balanced Islamist ideology as being:
"... balanced between those who indulge in politics at the expense of education, and those who neglect politics completely on the pretext of devotion to education."
THE FIFTH POINT OF DEPARTURE
To dedicate ourselves to the establishment of an Islamic state, in parallel with gradual efforts aimed at gaining control of local power centers through institutional action.
a- ElementsTo channel thought, education and action in order to establish an Islamic power on the earth.
To influence centres of power both local and worldwide to the service of Islam.
b- ProceduresTo prepare a scientific study on the possibility of establishing the reign of God throughout the world according to established priorities.
To study the centres of power, both local and worldwide, and the possibilities of placing them under influence.
To conduct a modern study on the concept of support for the dawa and Islamic law, and more particularly on the men of influence in the State and the country.
c- Suggested MissionTo draw up an Islamic Constitution in light of efforts deployed up to now.
To draw up Islamic laws, civil laws, etc.
To work within various influential institutions and use them in the service of Islam.
To use the work of economic, social, and other specialised Islamic institutions.
The goal of both the international Muslim Brotherhood and the broader Islamic Movement, as described in the Priorities, is strictly in accordance with the Fifth Point. In Priorities, Sheikh Qaradawi speaks of the need for the awakened Muslim to take:
"... action, driven by his love for his religion, his devotion to Allah, His Messenger, the Quran and the Muslim Nation, and his feeling of his, and his people's, neglect of their duty. In so doing, he is also stimulated by his keenness to discharge his duty, eliminate deficiencies, contribute to the revival of the neglected faridas [enjoined duties] of enforcing the Sharia [Islamic Law] sent down by Allah; unifying the Muslim nation around the Holy Quran; supporting Allah's friends and fighting Allah's foes; liberating Muslim territories from all aggression or non-Muslim control; reinstating the Islamic caliphate system to the leadership anew as required by Sharia, and renewing the obligation to spread the call of Islam, enjoin what is right and forbid what is wrong and strive in Allah's cause by deed, by word or by heart - the latter being the weakest of beliefs - so that the word of Allah may be exalted to the heights."(emphasis added)
Returning to The Project:
THE SIXTH POINT OF DEPARTURE
To loyally work alongside Islamic groups and institutions in various areas and in agreement on a common ground in order to "cooperate on points of agreement and put aside points of disagreement".
a- ElementsTo coordinate the Islamic work in a single direction as will permit the laying of the foundations of the growth of Muslim society and dedication to the power of God on Earth.
For each to work according to his capacities in his chosen field and to master it, with loyalty and coordination of effort.
b- ProceduresTo study the true nature of Islamic movements, to evaluate their experiences and draw up plans to initiate collaboration among them.
To avoid creating new Islamic movements in a country which already has one; there will be but one movement, serious and complete.
c- Suggested missionsTo coordinate the efforts of all those working for Islam, in each country, and to establish good contact with them, whether they work in individuals or in groups.
To reduce the differences that exist between workers for Islam and to resolve their conflicts according to sharia.
The idea of support for regional Islamic groups is emphasised in Priorities as follows:
"The Islamic Movement should consider itself at the beck and call of every Islamic cause, responding to every cry for help wherever that cry may come from.
"It should stand with Eritrea in its jihad against the unjust Marxist Christian regime that wants to swallow it and keep it as a colony under its rule, with its people as the serfs of the land in feudal systems.
"It should stand by Sudan against the treacherous Christian racist rebellion that wants to impose its racist fanaticism on all the territories of Sudan to remove it from the Muslim Nation and the Arab World.
"It should support the Muslims of the Philippines against the biased Christian regime that seeks to annihilate them, leaving only those who accept the life of slaves who can do nothing to help either themselves or others.
"It should help the Muslims of Kashmir in their struggle for self-determination, until they attain annexation to Pakistan or gain autonomy, so as to foil the conspiracy of the Indian imperialism which is trying to obliterate the province's Muslim identity through non-religious education and encouragement of sin and drug addiction to turn it into a base of conspiracy on Pakistan and the Muslim World as a whole.
"It should support the Muslims of Somalia against the tyrants who kill scholars, persecute the religious and hunt down anyone with religious or intellectual tendencies."
"The Islamic Movement should have good information on all these movements. It should have some sort of presence among their readerships and ranks. It must also work incessantly for their unity and solidarity in order to close the gaps in their ranks and remove their minor disagreements for the sake of greater goals."
THE SEVENTH POINT OF DEPARTURE
To accept the principle of temporary cooperation between Islamic movements and nationalist movements in the broad sphere and on common ground such as the struggle against colonialism, preaching and the Jewish state, without however having to form alliances. This will require, on the other hand, limited contacts between certain leaders, on a case by case basis, as long as these contacts do not violate the [shariah] law. Nevertheless, one must not give them allegiance or take them into confidence, bearing in mind that the Islamic movement must be the origin of the initiatives and orientations taken.
a-Elements:
To combine all efforts against the supreme forces of evil in accordance with the principle that one must "battle one evil with a lesser evil".
To limit the collaboration to the leadership or to a limited number of individuals in order to maximise the benefit and minimise the possible drawbacks.
To work from perspective of the objectives previously defined for the dawa.
b-Procedures:
To make a study to evaluate the areas with the object of mutual assistance between Islamic and other movements and draw lessons from it.
To study the areas which allow cooperation, and define the boundaries.
To study the philosophy and plans of other movements.
c- Suggested Missions:
Each country should study the possibility, in the future, of strengthening internal collaboration.
THE EIGHTH POINT OF DEPARTURE

To give a documented and scientific view, in the form of speeches, communiques and books, that bears on events important to the Ummah.
To avoid the Movement hurting itself with major confrontations, which could encourage its adversaries to give it a fatal blow.
b-Procedures:
To carry out a study to evaluate the experiences of Islamist movements in order to avoid their fatal errors.
To develop educational methods that are at the same time exemplary, realistic and true to our principles, in order to bestow a flexibility sufficient to permit the facing of reality.
c-Suggested Missions:
To develop initiation programmes for the faithful and proceed with sensitivity to the foundation of past experience.
To prepare individuals according to modern educational methods.
THE NINTH POINT OF DEPARTURE
To construct a permanent force of the Islamic dawa and support movements engaged in jihad across the Muslim world, to varying degrees and insofar as possible.
a-Elements:
To protect the dawa with the force necessary to guarantee its security at the local and international levels.
To make contact with all new movements engaged in jihad, everywhere on the planet, and with Muslim minorities, and to create links as needed to establish and support collaboration.
To maintain jihad and awakening throughout the Ummah
b-Procedures:
To form an autonomous security force to protect the dawa and its disciples locally and worldwide.
To study movements engaged in jihad in the Muslim world, as well as among Muslim minorities, to better understand them.
c-Suggested Missions:
To build bridges between movements engaged in jihad in the Muslim world, and between Muslim minorities, and to support them insofar as possible within a framework of collaboration.
THE TENTH POINT OF DEPARTURE
To use diverse and varied surveillance systems, in several places, to gather information and adopt a single effective warning system serving the worldwide Islamic movement. In fact, surveillance, policy decisions and effective communications complement each other.
a-Elements:
To make the policy decisions to collect important and precise information.
To diffuse Islamic policy so that it is largely and efficiently covered by the media.
b-Procedures:
To create a modern surveillance system by means of advanced technology (possibly created at the research centres mentioned earlier).
To create an effective and serious media centre.
c- Suggested Missions:
To warn Muslims of the dangers that threaten them and the international conspiracies directed at them.
To give our views on current events and future issues.
THE ELEVENTH POINT OF DEPARTURE
To adopt the Palestinian cause as part of a worldwide Islamic plan, with the policy plan and by means of jihad, since it acts as the keystone of the renaissance of the Arab world today.
a-Elements:
To provide an Islamic view on all areas, problems and solutions relative to the Palestinian question, based on the precepts of Islam.
To prepare the community of believers for jihad for the liberation of Palestine. [One can lead the Ummah to realise the plans of the Islamic movement above all if victory is ours], if God wills it.
To create a modest nucleus of jihad in Palestine, and to nourish it in order to maintain the flame that will light the road toward the liberation of Palestine, and in order that the Palestinian cause will endure until the moment of liberation.
b-Procedures:
To collect sufficient funds for the perpetuation of jihad.
To conduct a study of the situation of Muslims and the enemy in occupied Palestine.
c-Suggested Missions:
To conduct studies on the Jews, enemies of Muslims, and on the oppression inflicted by these enemies on our brothers in occupied Palestine, in addition to preaching and publications.
To fight against the sentiment of capitulation among the Ummah, to refuse defeatist solutions, and to show that conciliation with the Jews will undermine our Movement and its history.
To conduct comparative studies on the Crusades and Israel, and [the victory that will be that of Islam].
To create jihadi cells in Palestine, and support them in order that they cover all of occupied Palestine.
To create a link between the moujahadin in Palestine and those throughout the Islamic world.
To nourish a sentiment of rancour with respect to the Jews and refuse all coexistence.
THE TWELFTH POINT OF DEPARTURE
To know how to turn to self-criticism and permanent evaluation of worldwide Islamic policy and its objectives, of its content and its procedures in order to improve it. This is a duty and a necessity according to the precepts of sharia.
a-Elements:
To conduct constructive self-criticism, in order to avoid pitfalls.
To proceed with constant evaluation, on a scientific basis, to permit the further construction of policies.
To improve Islamic policies and to take profit from past experiences must be a clear and essential objective.
b-Procedures:
To evaluate current practices and profit from past experience.
To ask officials in the various countries to give their views on direction, methods and results.
c-Suggested Missions:
To produce an official document on global Islamic policy.
To make the countries, the officials and the people aware of that policy.
To begin to apply the policy, to evaluate it annually and to improve it if need be.
